Make terminology consistent

Ensure that terminology is used *consistently* throughout regarding the following terms:
* Resource (currently we are calling this a Layer) - A raw feature type or coverage, something contained by a store
* Configured vs un-configured resource (currently we are using the word "published") - These are resource which are provided by a store, some are configured and available for publishing via a Layer, others are unconfigured or "available", waiting to be configured before publishable
* Layer - A published resource
WIth the current setup this mostly involves changing the terminology surrounding the workflow of adding a layer from a store. Layer should be renamed resource, and the word published should be replaced with configured.
