The width parameter in this url
   http://server:port/geoserver/wms?VERSION=1.1.1&REQUEST=GetLegendGraphic&LAYER=cropland4&STYLE=cropland&WIDTH=50&HEIGHT=20&FORMAT=image/png&BGCOLOR=0xFFFFFF&TRANSPARENT=TRUE
will set the width of the coloured block, not of the whole image.

If labels are too long, they'll not fit in the image, and will be cropped.
The attached SLD defines a label "Rainfed herbaceous crops,shrub" that does not fit entirely in the image width, and anything longer will be cropped as well.
