first page in webadmin to be the about page

Seems that the blank screen after logging into geoserver is a bit. . . sparse. The login for 1.7 had a welcome screen. It seems the current vesion also has a welcome screen, but its buried under about. I recommend:
1) have the about page be the first page after login.
2) removing the original about page.
3) change page title to say "welcome to geoserver" instead of "about geoserver"
4) change text to include more of an introduction to geoserver
