Creating this issue following discussion thread at gt2-users mailing list. As soon as DBF charset support for ShapefileDataStore will be ported to geotools 2.1, corresponding changes in GeoServer admin GUI may prove useful for people who don't want or can't edit `catalog.xml` manually
