New layer page confusing users with warning sign

The "New Layer" page is confusing users by providing a warning sign for layers that are still un-published and a check for layers that have been already published.
Publishing the same layer multiple times is valid case, in that some clients cannot access alternate styles or cannot deal with alternate projections, so people publish the same layer multiple times to work around this limitation.
Yet normally a layer is published just once.
A better idea would be to leave the column empty for the un-published layers, and maybe provide a list of links to the already published versions in the "published" column for layers that have already been published
Another option would be to have a checkbox to show the already published layers, and by default, hide them
