This results in the stores created from the change to a possible restart having the wrong namespace, that is, an inconsistency between the workspace and the namespace uri. This happens only if the user creates the store in the default workspace, any attempt to manually change the workspace will make the issue disappear.

Thinking back I may have changed the default namespace before my issue
came up.
