Hello, I have tested using the same version. Now, there is not a CQL lexical error. Thus, cyrillic charset is processed correctly by CQL module. I think it is necessary to debug geoserver. You should inform this in the issue geoserver list.

There is no error but in Nothing shown in SHp area, but must have 1 result - > 1 polygon.
