Changing wording of data_dir windows installer page

This is me getting super anal, but hey, it's 1.3.0:
The GeoServer Data Directory page has a link for
'How to create a new Data Directory'
This could be confusing to a new user, who wonders if they maybe should need to create a data dir. I think instead it should read something like:
'How to create a Data Directory for upgrade from a previous GeoServer version', or something to that effect.
Also maybe add the words 'If you are upgrading GeoServer', in front of 'Select your old GeoServer Data Directory'. Like basically the point should clearly show that this is a very optional thing, and that most people should just hit next.
