FM Sync with GeoAPI Interfaces

The interfaces from the FM branch need to be proted to GeoAPI for review - this has been done.
The FM branch needs to track these interfaces, as they recieve feedback.
So far this has led to a vast simplification of the FM (we now strongly type xml groups), and two new requirements: associations and opperations
We have also named both attributes and types.
