Multiple reasons: WMS only supports synchronous requests, unsuitable for animation generation, unless very small The WPS download module provides similar functionality generating MP4 files, supporting asynch requests and producing much smaller files Functionality has not been used by core devs in a while, which are not comfortable maintaining it anymore.
