How to reproduce the issue:

  1. Download a vanilla GeoServer and install only the Importer Core plugin
  2. Cleanup all the existing stores, layers and styles
  3. Setup the default cache settings: enable WMS, enable some default formats and some default gridsets
  4. Try to import a layer by using the Importer interface
  5. Verify that the TiledLayer has wrong gridsets bounds 0.0,0.0,-1.0,-1.0

I noticed that this happens a bit randomly. If not appearing the first time, try to stop tomcat and restart it.
