An Authority URL is a mandatory attribute for publishing. It can be set in the general WMS settings for the workspace. Like this. I am not sure what this does, but have added a valid url.

However, this setting is not carried over to the layer Publishing tab, and it is not possible to add anything to these fields in the layer publishing tab.

The missing url blocks subsequent re-publishing of the layer with this message.
Field ‘Authority’ is required.
This makes it impossible to change style for instance. Only one default publishing is allowed.
