GPKG is an interesting format to use in the scope of modern standards such as OGC API.
In 2.19, if you install the GPKG format plugin, the format is not advertised as output format for OGC API Features.

~/geoserver/ogc/features/collections/foo/items?f=application/x-gpkg returns ‘NoApplicableCode’

Notice also that application/x-gpkg is a deprecated media-type, geopackage is now officially listed at https://www.iana.org/assignments/media-types/media-types.xhtml as application/geopackage+sqlite3
