When requestins a GetCapabilites on a workspace specific service, names are normally de-qualified, with the workspace name removed. This works for top-level layers, but does not in layers and groups nested below another group (e.g., one in “named tree” mode), which are currently retaining the prefix.

This happens in the LocalWorkspaceCatalog.NameDequalifyingProxy, it does not intercept nested layers, nested groups, and nested styles, leaving them in their default (qualified) state.
