detected on multiple productive instances. the issues occurs sporadically, difficult to reproduce directly.

2021-09-20 11:13:45,191 WARN [catalog.impl] - Catalog listener threw exception handling event.
org.geoserver.platform.ServiceException: Failed to acquire write lock on ‘GWC Configuration’ in less than 60000 ms

the lock never gets released, thus no new layer features (WMS) can be created. Restarting the service removes the lock (request gets cancelled).
