In short, on my Windows computer GeoServer 2.20 generates a steady 15% CPU load even the server is idle when it comes to any GIS services.

I checked a few older versions and GS 2.16 shows much smaller numbers, about 5% CPU.

Andrea Aime made a quick analysis and suggested that the OSHI library is responsible for the load.

If I understood right something may go wrong with detecting the processor type. This is what the Windows systeminfo tells about that:
