Compute from data does not swap X and Y when the native CRS axis order is NORTH-EAST

When setting the bounding box for a layer, the button which says ‘Compute from data’ will parse the correct values but will always assume they are in the right X-Y order. However, some CRSs have a NORTH-EAST axis order (Y-X). The user can change the values around manually but its an annoyance and sort of defeats the object of the ‘Compute from data’ button

An example can be seen in the table below which uses the capabilities here: https://data.linz.govt.nz/services;key=c68d2c90bf2546d5aa1189b5fc1c18d6/wmts/1.0.0/layer/51769/WMTSCapabilities.xml
