In module geofence there is a set of jaxb beans that do not belong there, but are only used within geofence-server: https://github.com/geoserver/geoserver/tree/2.21.x/src/extension/geofence/src/main/java/org/geoserver/geofence/rest/xml Such files were originally created in geofence, and were moved to geofence-server in commithttps://github.com/geoserver/geoserver/commit/026e5767, but there is no documentation about why they were moved.
