In GeoServer environmental parameritization was partly addressed here 00506a2 Unfortunately it does not work with geoserver-environment.properties because that files properties are only read into the GeoServer environment after parameters are read over via the GWC bean. Changing the GWC bean initialization order causes a circular dependency because of the GWC.getBlobStores method. Best solution would be to separate GWC environment synchronization methods from getBlobStores.
