So I can confirm this: https://www.mail-archive.com/geoserver-users@anonymised.comourceforge.net/msg36200.html Quote: “GeoWebCache is again reachable at /geoserver instead of /geoserver/gwc although I placed the text gwc.context.suffix=gwc into the file geofence-server.properties. The GeoServer log file doesn’t show anything special. I did some tests that indicate that the problem was introduced after upgrading from 2.21.1 to 2.21.2.” After upgrading to 2.21.3 I had problems, and then reverting back to 2.20.5 and 2.21.1 fixed the issue. Looking at the geofence-server.properties file I noticed that when I save settings, they are written to properties file, but after restart they are not applied.
