Steps to reproduce:
- Create 2 layers with the same name in 2 different workspaces.
- Create a layer group
- Add the last layer in the list to the layer group
Expected Results:
Layer that was selected was added to the layer group
Actual Results:
Layer that was added is the first one in the list
Seeing the same behavior when configuring a layer group through the REST api
