Logic in styles with blank Postgis field

Description:

If i have such line in sld file

<ogc:PropertyName> label_st_1<![CDATA]>label_eng </ogc:PropertyName>

and both fields label_st_1(russian street name) and label_eng (english street name) are not blank, logic is working. I have both lettering on map preview.
If one field in Postgis table is blank (‘’) there is no one lettering.
