Description:

According to http://gis.stackexchange.com/questions/58076/is-geoserver-image-pyramid-upscaling, the Image Pyramid plugin selects the level which is closest to the resolution requested by the client.

I could be nice to configure GeoServer to always select the level at the requested resolution or just below - to ensure that GeoServer will keep or downsample the image data, not upsample.
