Disabling security is described here:

There are two issues

  1. Unfortunately, the admin web interface is not unlocked.
  2. Since Geoserver 2.3.x disabling security can be done on a filter chain basis, it is not necessary to modify web.xml

Solving this issue requires code modification and correcting the documentation.
