During the load ServicePersister receives a handlePostServiceChange and just goes and rewrites the file.
This is not useful, but in a clustering scenario, it is harmful because the file can be rewritten while another node in the cluster is starting up and ends up looking at corrupt file (btw, the service loader seems to write directly to disk without creating a temp file beforehand)
