Integrated GWC fails to update tiles of some zoom levels

Description:

When editing a layer with “Enable direct integration with GeoServer WMS” enabled, the tiles on some zoom levels do not update with the new geometry. Sometimes all zoom levels will be updated, but occasionally some zoom levels will remain unchanged. This was tested using a shapefile layer.
