Log error when skipping faulty layers or layer groups during caps document generation

Description:

When the caps document generation is set in tolerant mode layers and groups that fail to generate in the docs are skipped (which is desired) but there is no trace in the logs of what went wrong, which makes it difficult to:

  1. know there are issues
  2. know what they are when one tries to fix them
