Styling of GeoServer Admin header bar

Description:

Currently the Admin page is identical on all instances. It is possible to change this manually by altering the .jar files, but that’s very sub-optimal (for one thing, they change with every new install).

Within the web-core-x.y.z.jar there is a file - org\geoserver\web\css\geoserver.css
Changing the #header “background: #fff;” (line 227/228) value to something else results in the header bar changing colour. This is a very effective way of allowing a admin to determine which server they are on in a multi-server environment.

Suggestion:
Provide a simple way for the user to alter this header background colour.

Ideally within the file that stores this, the colour would be associated with the URL:port of the instance (or some other unique-per-instance factor), so even multiple servers using the same GeoServer_Data_Dir can have different colours.
