Description:

When reading or writing service (WMS, etc) configuration via REST with JDBCConfig enabled, the XML files in the data directory are used rather than the JDBConfig KVP store. The Web UI uses JDBCConfig for read and write of Service config, and GetCapabilities properly gets its information from JDBC as well.
