Some files that should probably reside in GEOSERVER_DATA_DIR are placed in working directory

More specific files at the root of security, data and workspaces.

Examples are security/geoserver.jceks, security/masterpw.info and security/config.xml.

Is this intentional?

I’m setting up GeoServer for a client. My client wants GeoServer installed on a WebLogic 10.3.4 cluster, with GEOSERVER_DATA_DIR on a shared folder/disk. I made this work with the attached patch.
