MinorGeoServer should advertise within its WMS GetCapabilities response (extended capabilities section) that is has SLD capabilities.
The fact that this mechanism was intended for SLD capable WMS was recently mentioned in WMS-1.4.swg discussions.

I can answer your question about why SLD is not mentioned in WMS 1.3: it is an unfortunate side-effect of the submission as ISO 19128. ISO review said we could not normatively reference a non-ISO standard in an ISO standard. As a result, the STYLES parameter is present, but the SLD-specific DescribeLayer, GetLegendGraphic, GetStyles, and PutStyles requests are not present. The intent was to allow such requests as “Extended capabilities” per clause 6.9.5. I do not know whether anybody has created a WMS 1.3 with these functions.
