To replicate:

Set up JDBCConfig.
On the config page for a workspace “Enable” settings, then enable a service and click the link. Configure the service, submit, and then save the workspace.

Open the global configuration for the service, the workpace used will be specified at the top, and the changes made on the workspace specific service will be evident.

Open the workspace configuration page and the service will no longer be selected.

The global capabilities doc will also show the changes that were supposed to be specific to the workspace.
