I have started this thread on geoserver-users:

http://sourceforge.net/p/geoserver/mailman/geoserver-users/thread/CA%2BnxMTtVBfYNYgC-o7aZBoSzgUwDAgOE0LP84zWDhdVOqrYnQg%40mail.gmail.com/#msg32028302

I have a problem with geoserver’s rendering of halos and icons, as can
be seen in this enlarged screenshot of the WMS output:

https://www.dropbox.com/s/a226o6yb01flu9n/geoserver_icon_problem2.png

As you can see, the halo around the spot height is not centered around
the ciphers; instead it looks like it has has slipped down by one pixel,
so there is no halo above the ciphers, but a halo below which is wider
than one pixel.

                                          • end quote

While I was told that a fix for the icon problem is in the pipeline, I mention it again because it might be connected with the halo problem; the symptoms are very similar. The halo problem occurs only on specific label+zoom level combinations and can be reproduced. It is not affected by scrolling and panning.
