I would move the org.geoserver.wms.quantize package inside the module gs-wms inside GeoServer to the Geotools gt-coverage module.

Also I would remove the classes inside the org.geoserver.wms.map.png (gs-wms module) except the PNGJWriter class from GeoServer and adding a dependency to the ImageIO-Ext 1.1.9 release which uses the same classes.
