Missing ext-ogr-wps.xml breaks assembly:attached

mvn assembly:attached fails because GEOT-6901 changed the top-level pom.xml to reference nonexistent release descriptor release/ext-ogr-wps.xml. (File inadvertently omitted from commit?)
