At present we can control the visibility of layers by modifying the styles of the layer with scale filters.

In some work flows, particularly when combining layers into layer groups, it’s more intuitive and less work to manage the scales of visibility separately from the style, either as a property of the layer or as a property of its membership in a layer group rather than by editing its styles.
