The documentation (http://docs.geoserver.org/latest/en/user/styling/css/install.html) states “If installation was successful, you will see a CSS entry in the Web administration interface.” I think, this is no longer true, as CSS functionality is now integrated in the main styling. Maybe: “If installation was successful, you will see a CSS entry in the Format ComboBox when adding a new style.”
