As stated by the documentation under Services / Web Map Service (WMS) / Axis Ordering, GeoServer uses EPSG-defined latitude/Longitude axis ordering for geographic coordinate systems with WMS 1.3.0. However, WMS 1.3.0 also requires to honor axis ordering defined by the EPSG database for non-geographic coordinate systems. The 1.3.0 version of the OpenGIS Web Map Service (WMS) Implementation Specification (Doc #06-042) describes this under 6.7.3.1 (paragraph 5): Coordinates shall be listed in the order defined by the CRS and shall be … The example mentioned is the Uniform Coordinate System used in Finland (EPSG:2393), which is not geographic, has Northing, Easting axis order. See this on epsg.io. The same is true for many more non-geographic coordinate systems, like for good old Gauss-Krüger EPSG:31466 to EPSG:31469 or the new European ETRS89 systems. Actually, GeoServer does not implement this for non-geographic coordinate systems, which must be considered a bug, since it prevents up-to-date WMS clients from using WMS 1.3.0. |
