500 error is return when trying to access the rest endpoints in the browser. The page gets stuck loading, with no error message. The log shows

 "Could not send response error 500: java.io.IOException: Cannot flush a closed output stream"

JSON requests return and are rendered fine.

To reproduce:

Start geoserver in an IDE
In your browser navigate to http://localhost:8080/geoserver/rest/layers , nothing will render, tab should be stuck loading
If you navigate to the json endpoint - http://localhost:8080/geoserver/rest/layers.json , the page should render correctly
