Since REST refactoring, GeoFence needs a populated geofence-server.properties file to start, otherwise geoserver won’t boot. We should either (from easier to harder): provide documentation about this provide a default property file in the data dir create automatically a default property file if it does not exist (and update it in case it does not contain all required properties)
