GeoServer is not computing min and max scales denominators fort styles legends when providing styles legends information to GWC WMTS service. Example of style legend information with min and max scales denominators: <LegendURL format="image/png" xlink:href="http://localhost:8081/geoserver/ows?service=WMS&request=GetLegendGraphic&format=image%2Fpng&width=20&height=20&layer=topp%3Atasmania_state_boundaries" width="20" height="20" minScaleDenominator="100000.0" maxScaleDenominator="300000.0"/>
