Unzip attached files to new dir. It contais 3 shapes. 1 with latin name and 2 with cyrrilic.
Run web interface of Geoserver 2,12. Add new Shapefile’s store. Enter URL as the path to created dir with my shapes.

Later, interface of adding layer from new store:

The similar screen, but for Geoserver 2.10.0 (2.11.4 is the same):

First image is showing that geoserver after 2.12 version has troubles with cyrrilic layer’s names. Second is showing that if version is under 2.12, problem is gone.
Same data_dir, layers files and pure installations with default settings.
