If you validate the XML produced by GeoServer for a 1.3.0 WMS the Authority Name element <code> <AuthorityURL name=“Wychavon District Council”> <OnlineResource xlink:type=“simple” xlink:href=“https://www.wychavon.gov.uk”/> </AuthorityURL> </code> should be an NMToken and hence not contain any white space - we should probably enforce this.
