I can create Store from my geopackage (rasters tilesets). When creating Layer, following error message appears.

Original geopackage has been created with Mapproxy and it works in QGIS.

With my geopackage, tiles inside are not covering whole area from gpkg_contents. So, I presume that Geoserver should handle situation where higher zoom levels will cover bigger areas and lower zoom levels could cover just small part of whole area of Geopackage tiles.
