Use sphinx external link directives for extension and community downloads

The experiment shown here:

Is handled with a sphinx directive:

#. Download the :file:`geoserver-2.17-RC-web-resource-plugin.zip` from
   `GeoServer Download &lt;http://geoserver.org/download/&gt;`__ page.
   
   Verify that the version number in the filename corresponds to the version of
   GeoServer you are running (for example |release| above).

This approach of using directives is working out well, this approach can now be adopted for the remaining extensions and community modules.
