When the Vector Tiles plugin is installed on GeoServer, trying to create a Layer through the Importer results on an incorrectly configured Tile Layer cache.

In particular the bboxes of the GWC Gridsets for the Layer are always [0,0,-1,1]

Steps to reproduce the issue:

  1. Install the vector tiles plugin on GeoServer
  2. Import a layer (whatever) by using the Importer APIs or GUI on GeoServer
  3. Go to the Layer configuration > Tile Cache
  4. Verify that the bounding boxes of the Griddets are wrong; also, trying to update the configuration causes an error on GeoServer, preventing to do that.
