Allow the GeoServer admin to manually enter values for min/max values for dimensions (i.e. time or elevation) using a new Presentation mode called “static” or similar. Currently, all presentation modes require GeoServer to calculate the range of available values in the data. This can cause poor performance in responding to GetCapabilities responses, especially in cases where many layers have dimensions enabled.
