The WMS specification states that when a dimension value is provided by a client, that does not match one of the values in the capabilities, and nearest match is not enabled, or not matching for some reason, then
an exception with “InvalidDimensionValue” should be returned.

In GeoServer this does not happen, an empty response is returned instead.

Add a setting to enable the compliant behavior, make it the default, but allow the existing behavior to be setup, and make sure the behavior does not change for existing installations that might be relying on it (the default to true is for newly configured layers instead).
