When adding “https://tileservice.charts.noaa.gov/tiles/wmts?REQUEST=GetCapabilities&VERSION=1.0.0&SERVICE=WMTS” as a new store in GeoServer I get this message:

> org.apache.wicket.WicketRuntimeException: Exception 'Can’t parse crs urn:ogc:def:crs:EPSG:6.18:3:3857:No code “EPSG:3,3857”
> from authority “European Petroleum Survey Group” found for object of type “IdentifiedObject”.
> ’ occurred during validation org.geoserver.web.data.store.WMTSStoreNewPage$WMTSCapabilitiesURLValidator on component 7:form:capabilitiesURL:border:border_body:paramValue"

I am able to add the WMTS service in QGIS.

Ian Turton mentioned on Stackexchange that this is caused because The WMTS projection parsing code is being confused by the :3: in the URN.
