Remove GWC.get sychronization

The current synchronization is slowing down seeds in integrated GWC. Alternative setup: Initialize GWC object during Spring startup instead Have the GS/GWC env var synchronization only if env parametrization is enabled and if needed, and synchronize just that bit Seeding with 16 threds improved and did not show undesirable side effects.
